We currently have an opening on our team for an experienced Virtual Education Advisor to support the overall financial management of mission for the Department of State's Bureau of Near East Affairs.
This position specifically serves NEA/PPD, working very closely with NEA staff, including the Office Director, Deputies, unit chiefs, and other staff members.
Title: Syrian Virtual Education Advisor
Rate: GS 09-05 Equivalency (2018 schedule)
Location: NEA/PPD, 2025 E Street NW, Washington DC 20009
Schedule: Full time, M-F, 8:15am to 5:00pm with a 45-minute lunch break
Travel: This position may require travel

Duties and Responsibilities:
The incumbent works under the administrative direction of the Public Diplomacy [JB emphasis] Desk Officer for Syria, Jordan, and Lebanon (supervisor), and the technical oversight of the Public Affairs Officer of the Syria Transition and Reconstruction Team (senior specialist).
Assignments are made by the supervisor, who specifies the nature, expectations, and timeframes and priority levels of the assignment, and is available for consultation regarding problems that arise in the progress of the assignment. The incumbent independently plans and carries out projects, relying on previous experience and knowledge of accepted methodologies and practices of the Office. Work is reviewed by the supervisor and senior specialist for technical accuracy, responsiveness to management requirements, conformability with established practices, and soundness of methodology.
Guidelines:
methods, and techniques to solve moderately complex public affairs problems such as developing and presenting informational material to achieve understanding of various points of view from publics with different levels of understanding and interests;
b. Employing a number of information gathering techniques to collect and analyze public reaction to information programs;
c. Develop recommendations to manage and improve the Department's communication with the general public and specialized groups.

- The incumbent will serve as a public affairs specialist responsible for administering the Syria Virtual Educational Advising Program within NEA/PPD, with primary responsibility for collecting, assembling, preparing, and disseminating information concerning educational opportunities in the United States.
- Offer guidance to Syrian students on the admissions process.
- Advise U.S. institutions on the current situation in Syria as well as admissions challenges Syrian students face, and Syrian documents.
- Create the first undergraduate virtual Education USA Competitive College Club in the MENA region in order to work with qualified Syrian applicants, making them more eligible to compete for full scholarships.
- Collaborate with current Syrian students in the U.S. to provide support and information resources to Syrians outside the U.S. looking to study here.
- Provide direct educational advising services and outreach to Syrian students via social media platforms.
- Advice Syrian students on suitable opportunities within U.S. universities.
- Advise Syrian students on the visa application process.
- Knowledge of Syrian issues and the workings of the NEA Bureau, and with the foreign affairs mission and functions of the Department of State in general.
- Knowledge of press and media issues and attitudes as they relate to Syria.
- Skill in interacting with and establishing cooperative relationships with academic institutions, officers in the NEA bureau and the Department, university officials, educational organization representatives, and NGO officials.
- Knowledge of oral and written communication principles, practices, techniques and methods, analytical methods, and interpersonal relations practices.
- Skill in applying such knowledge to develop information material aimed at enhancing the understanding of groups or individuals of the significant issues of the agency's program.
- Knowledge and skill in explaining significant issues to generally responsive groups or individuals interested in the Department's Syria Virtual Educational Program.
- A 2/2 in written and spoken Arabic.
- Knowledge of U.S. higher education admissions requirements, and experience with all aspects of the admissions process including knowledge of high education costs and how to research scholarships and financial aid.
- Basic knowledge of student visas, including the qualifications for a visa and how to apply as well as a basic knowledge or TPS and asylee/refugee status.
- Knowledge and experience with various social media platforms and how to use them for marketing and outreach.
- Knowledge and understanding of challenges and difficulties Syrian students face in the application process as well as how to overcome them.
- Extensive knowledge on the Syrian educational system and Syrian documents.
- Skills and experience advising and counseling students.

- Guidelines include operating instructions, public affairs manuals, ECA's guidelines for Education USA, Department of State or local policies and regulations, and standard agency public affairs practices and precedents that are readily available and generally applicable to situations encountered.
- The Virtual Educational Advisor operates generally within the boundaries of the guidelines but must use judgment to make interpretations of organizational regulations in specific cases. Major substantive deviations are deferred to the supervisor for approval.
- The work requires the following set of complex skills:

- Assignments include a variety of tasks that require the incumbent to use standard research and communications methodologies to convey information that supports the public diplomacy mission of NEA/PPD. The incumbent gathers information from various sources and presents it in a variety of virtual formats. The work requires that the incumbent identify and recommend the most effective methodologies appropriate to advance the public diplomacy effort associated with the Syria Virtual Educational Advising program. The incumbent also assesses the Syrian public's understanding of existing public diplomacy initiatives and develops and recommends or initiates ways to enhance these efforts.
